Collectively, the parties are to provide economic development services to the area including tax incentive negotiation and administration, as well as project planning, development and financing.

Timeline and Infrastructure Improvements
Phase 1: Organization, Education & Outreach
JEDZ, RITA & City Income Tax Administrator resources were dedicated to
outreach and education of businesses regarding the JEDZ income tax and the purpose of a JEDZ.
The Somali business community was identified as needing additional resources, so the Board
authorized the City to hire contractors to assist specifically with reaching this community.
1211 Chambers Road was annexed by Columbus. The Steelhouse apartment complex was built on this parcel.
Clinton Township utilized their own JEDZ Funds to purchase flags / banners for streetscape improvement.
Phase 2: Began Participation in Planning and Exploring Economic Development
The JEDZ Board participated in MORPC’s Regional Corridor Analysis effort by contributing $20,000. This analysis included a study of metrics to assess the impact of compact development along select regional corridors, and the relationship between those corridors and the various type of high-capacity transit technologies. Corridors studied included Cleveland Avenue in the eastern portion of the Township and 315 in the western portion of the Township. Both were considered representative of the region’s current and future growth locations. The goal was to build on success and relieve congestion in these two areas.
Kroger at Northern Lights closed causing a reduction in income tax withholding revenue. This also led to concerns about areas of the Township not having access to fresh, quality food.
Township engaged MKSK to do an opportunity analysis of Northern Lights, this was funded by the JEDZ Board.
Clinton Township utilized their own JEDZ Funds ($160,000 over 3 years) to provide additional police support at the newly opened Saraga grocery store which opened in the Northern Lights Kroger that closed in 2018.
The JEDZ Board participated in the Northwest Corridor Mobility Study by contributing $20,000. Both Township and City officials participated in the Study. Phase 1 of the study was completed in 2021 recommending a new rapid transit line along Olentangy River Road, which would connect downtown to the OSU campus and north to Bethel Road. This project impacts the western portion of the Township.
The JEDZ did not experience significant negative impact from work from home during and after the pandemic. Most of the businesses in the JEDZ require in-person work.
Phase 3: Annexation and Development Concerns
Livingston Seed on the west side of the Township closed.
OSU CRP Senior Planning Studio project, “The Clinton Township Redevelopment and Community Sustainability Plan” was presented to Township Trustees.
824-880 Kinnear Road (former Livingston Seed land, a 5.77 acre parcel on Kinnear Road just west of the on-grade rail crossing) was annexed by the City of Columbus.
State of Ohio awarded a $7.1 Million tax credit to the Connect Housing Block project in the JEDZ. The project includes a Modular Home Factory at 3251 Westerville Road (former Schottenstein property).
City of Columbus committed $8.1 Million in finanicial support to the connect Housing project in the JEDZ.
Bill Lafayette from Regionomics prepared a Housing, Demographic and Economic Conditions in Clinton Township, Ohio report for the Township.
Bill Lafayette presented Economic Development Considerations for Clinton Township to the Trustees and the JEDZ Board. This study was funded by the JEDZ Board funds.
Clinton Township entered into an Economic Development Agreement with the City of Columbus relating to two properties in the JEDZ (3251 Westerville Road and 1390 Cleveland Avenue). The Township agreed to give the City of Columbus 100% of the Township’s share of income tax on the project at 3251 Westerville Road (Connect Housing Blocks) until the earlier of (a) the repayment of $8.1 Million or (b) the expiration date of the initial term of the JEDZ in 2043. In exchange, the City of Columbus agreed to provide $8.1 Million in incentive funds to Connect Housing Blocks, through the Columbus-Franklin County Finance Authority, expanded water/sewer service to both sites (3251 Westerville Road and 1390 Cleveland Avenue) without the requirement of annexation, and to put a moratorium on annexation throughout the Township. This agreement also included a commitment by the City of Columbus to meet with the Township, with Franklin County also involved, to discuss the provision of enhanced water and sewer capacity to other sites in the Township, to enable (re-)development, prior to April 15th , 2024.
Connect Housing Blocks opens Modular Home Factory at 3251 Westerville Road.
The JEDZ Board entered into a contract with Enterprise Advisory Group for economic development advisory services.
